The Church, too, must be a family, bishops, priests, deacons, religious and laity, supporting each other and sharing with each other the individual gifts given by God.

The Diocese of Salford Safeguarding Commission, set up to take responsibility for the work of safeguarding, is made up of representatives from social services, the Police Public Protection Unit, members of the medical profession and clergy with a background in safeguarding procedures and implementation. Whilst the Safeguarding Commission is part of the structure of the diocese, it enjoys a degree of independence as shown by the fact that many members of the Commission are not members of the Church. The structure of the Safeguarding Commission enables and encourages processes whereby victims are always listened to and have their complaints acted upon.

The diocese has been dedicated to an ongoing programme of training for its priests since January 2002 in raising awareness about safeguarding issues, in prioritising the concerns of victims, and in promoting a healthy and confident ministry with children. There are also 240 parish representatives in an ongoing programme of safeguarding training. The diocese is in constant contact with the statutory authorities which ensures that if a disclosure is made, procedures are in place that allow for transparent practices.

The safeguarding policies and procedures of the diocese of Salford are themselves part of a wider set of procedures carried out in all 22 Catholic dioceses of England and Wales.

While the diocese would never be complacent about the success of its procedures regarding the protection of children and vulnerable adults, nevertheless since the September 2001 publication of the Nolan Report, it is confident that diocesan safeguarding policies and procedures implemented since that time are robust. The priority in those policies and procedures given to the welfare of children and vulnerable adults is of the highest importance.

It is always possible to speak to a member of the Safeguarding Commission in total confidence.
